Can I transport guests as part of an experience?

Transport of passengers is a regulated business in Russia, with the main legislation being Federal Law No. 259-FZ dated 8 November 2007 ‘On Regulations for Automobile Transport and Urban Ground Electrical Transport’.

The scope of the regulations include certain transportation services provided "upon request" (i.e. transportation services provided on a commercial basis for specific purposes, for instance, tourist buses booked in advance, wedding cars, etc.).

Unlike taxi or regular scheduled services the transportation services provided “upon request” do not require any licence but do require a notification to be made to the Federal Transportation Inspection Service. These provisions might apply to an Experience, especially when you offer transport regularly and as a primary or an integral element of the Experience (e.g. a tour or excursion) and if the price of the experience includes the cost of the transport.

Example where transportation services might be deemed as “upon request” and a notification is required:

  • I am an expert of street art and my experience includes a 3 hour tour of Moscow´s most exciting street art works that I provide with my own van.

Example where transportation services will likely not be deemed as “upon request” and a notification therefore might not be required:

  • My experience will be a unique handcrafting experience that I provide at home. At first I will meet my guests at a café nearby and then I will drive the guests to my home for the actual experience which will be a 5 - 10 minute drive.

It’s also wise to check your insurance policy and to ensure that your policy covers the transportation that you offer as part of your trip. In addition, make sure you have the proper driver’s license and that you follow the traffic rules at all times.

What are the consequences in case services are provided without the necessary registration?
