Are there any qualifications required by law to be a tour guide?

In the city of Moscow, tour guides are subject to specific qualification and certification requirements. For more information on how to get the required certifications please refer to the official website of the Russian Tourist Guides Association.

Furthermore, you should be aware that some cultural institutions such as museums, historical monuments or art galleries may reserve guiding activities to their own staff and so may not permit independent tour guides to accompany groups there. In addition they may have particular rules on access, entrance fees, group sizes or times of visits which you should inform yourself about before offering this type of experience. We recommend you contact the respective institution to check further requirements.

Please note that at the Russian federal level, at the moment that we are writing this, the Russian Ministry of Culture has proposed that tour guides should be required to hold a mandatory certification. If this bill is enacted there will be certification requirements applicable to tour guides that you should be aware of.

Is there anything else I should think about?

We recommend you also read our other information pages on the requirements that apply to businesses. If you’re in any doubt, we recommend you get in touch with your accountant or legal advisor to find out whether you’re operating as a business.
