I heard that the Licensed Guide Interpreters Act restricting guiding tours in Japan was deregulated and revised. The amended law comes into effect on 4 January 2018. Could you please provide more information on this development?

Under the pre-amended (old) Licensed Guide Interpreters Act, individuals who (i) escort (tsukisoi) non-Japanese individuals and provide them with (ii) “guiding services” concerning travel (iii) with the use of a language other than Japanese (iv) for a fee, were generally required to obtain a license. “Guiding services” referred to physically accompanying individuals from one location to another, and generally would not apply to guiding that occurs within only one facility (museum, temple, shrine etc.). Financial penalties were imposed up to JPY 500,000 for failure to comply with the licensing requirements.

However, under the amended new Act, such penalties were abolished. You may escort (tsukisoi) non-Japanese individuals and provide them with guiding services concerning travel with the use of a language other than Japanese for a fee without obtaining the national license.
